Windsor police shot and killed a 70-year-old man Monday in a violent standoff that began with officers responding to calls about an assault on moving vehicles with a machete.

It happened just after 2 a.m. at the intersection of Ouellette Avenue and Wyandotte Street. “For a period of four or five minutes, this guy was right in the middle of the intersection blocking all four streets,” said Wayne Craig, who called 911. “Then he was yelling and yelling ‘this is my intersection, this it’s my intersection, swinging that knife. It took each direction at different times in four or five minutes. Go behind a vehicle with the knife or the sword or whatever, tearing people apart and they swerved.” The man was taken to hospital in critical condition. Ontario’s Special Investigations Unit (SIU) confirmed Monday night that the man died from his injuries. The SIU, an independent government agency that investigates the death, sexual assault or serious injury of police, has taken over the case. Six investigators, including three coroners, are investigating what happened.

The SIU said Windsor police officers were called to the intersection around 2:30 p.m. about a man “who was holding a knife and threatening people”. “There was an interaction between the male and the officers during which one officer deployed an energy weapon and another officer shot the male,” the SIU said in a news release. Photo by Dax Melmer/Windsor Star Paramedics took the man to the hospital. Windsor police held the scene for hours, interviewing potential witnesses and waiting for SIU investigators to arrive. Officers used vehicles and yellow crime scene tape to close Ouellette and Wyandotte in all four directions about a block away from the intersection. A bullet casing and a machete were located in Wyandotte just west of the intersection next to some markers.

Two police officers on bicycles were the first to arrive, according to witnesses. Craig said he lost sight of the man behind a truck that had pulled up. But it appeared the person was striking the vehicle with the knife, he said. That’s when Craig heard an “unbelievable bang”. “I couldn’t see with the white truck there if he was coming at the cops,” he said.

Other bystanders said the man responded to officers. They yelled at him to drop the gun before first trying to subdue him with a taser. “The police warned him, but he didn’t stop,” said Raj Bhalodwala, who crashed into the scene after leaving a nearby business. “That’s why he was shot with the electric gun. He was so angry. Photo by Dax Melmer/Windsor Star Kevin Burton said he watched from a city bus as the man advanced toward officers with a large gun before suddenly falling to the pavement. “I just saw somebody being agitated, heading toward the police, and then all this happened,” he said after giving a statement to a Windsor police officer. After the shooting, officers rushed to restrain the man, who was lying on his back with the knife a few meters away. Roger Buzz was working in the parking lot at the corner of Wyandotte and Pelissier when he heard someone yelling around the corner. He ran to check it. “Then all of a sudden I heard a bang, like a gunshot,” Buzz said. “Then within a minute, there were about 10 police cars. I couldn’t believe how quickly they got here.” The SIU urges anyone with information about the shooting, including video or photos, to contact the lead investigator at 1-800-787-8529. Witnesses can also submit a statement online through the SIU website.
